CONSTITUTION OF THE PRIESTS’ PERSONNEL BOARD
ARTICLE ONE: NAME
The name of this body shall be “The Priests’ Personnel Board of the Diocese of San Diego.”
ARTICLE TWO: PURPOSE
The Priests’ Personnel Board shall be the primary advisory body to the diocesan bishop in priest personnel matters and responsible to him. It shall implement policies and procedures recommended by the Presbyteral Council and approved by the bishop.
ARTICLE THREE: MEMBERSHIP
Section
One: All priests incardinated in the Diocese of San Diego and holding a canonical assignment are eligible for board membership.
Section
Two: The voting membership shall consist of six elected members (one from each of six peer groups determined according to years of ordination) and two appointees of the diocesan bishop. The personnel director, appointed by the bishop, shall be a non-voting member of the board.
a. For elected membership, each peer group nominates two candidates (in a primary election) from which all priests incardinated in the diocese and holding a canonical assignment select one (in a general election).
b. After receiving nominations from the six elected members, the bishop appoints two members.
Section
Three: The personnel director with two members of the Presbyteral Council shall conduct and certify all Priests’ Personnel Board elections.
Section
Four: Elections for the Priests’ Personnel Board shall follow elections to the Presbyteral Council every three years.
Section
Five: In the event of a vacancy, a replacement shall be elected or appointed within thirty days.
